Description

THIS IS THE SECOND NOTICE. THIS NOTICE IS ISSUED ONLY TO CLARIFY THAT THE DUE DATE IS 16 MARCH 2001. ALL OTHER INFORMATION HAS REMAINED THE SAME. The Contracting Office at Naval Facilities Engineering Command, Engineering Field Activity, Northwest (EFANW) is currently seeking potential sources from small business firms capable of performing the work identified below. The objective of this procurement is to obtain the services of an interdisciplinary team required to support Environmental Planning and Natural Resources at the Engineering Field Activity Northwest (EFANW) Office for sites predominately located at Navy and Marine Corps installations and other Government agencies. The preponderance of the work to be placed under this contract is expected to be performed in the state of Washington. However, work may also be added and performed anywhere within the EFANW Area of Responsibility (Washington, Idaho, Montana, Nevada, Oregon, Utah, California and Hawaii), and other locations, as required by the Government. The Contractor shall provide the personnel, equipment, materials, facilities, and management to respond to multiple requests for environmental support at various sites. These services may include actions, such as, but not limited to, the following: the preparation of Environmental Assessments and Environmental Impact Statements, applications for project construction/execution permits, Coastal Consistency Determinations, Shoreline Management Act applications, ecological studies in support of environmental documentation, Endangered Species Act Biological Assessments, National Historic Preservation Act, Section 106 and 110 documentation, Integrated Natural Resources Management Plans, and Range Operations Management Plans and the associated NEPA and Natural Resources analyses for Navy training and Research, Development, Test and Evaluation (RDT&E) ranges. Any resultant contract will have a performance period, which includes a base year and one option year. The contract type will be firm-fixed-price. The estimated value of the total contract is $2M with a projected annual budget of $1M per year. This procurement will be evaluated using Brooks Act procedures. The NAICS code for this procurement is 541620 with a size standard of $5,000,000. This is not a request to submit SF254s and SF255s. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Market research is being conducted IAW FAR Part 10 to determine if there are any small business firms capable of performing the work identified. Do not submit capability statements or SF254s/SF255s; instead, interested firms must respond to this sources sought and provide information based on the following market survey. The due date for responses to the market survey is 16 March 2001.
