- NASA/Johnson Space Center (JSC) is hereby seeking capabilities from small (SB), small disadvantaged (SDB), HUBZone, and women-owned small businesses (WOB) for the purposes of determining the appropriate level of competition and or small business subcontracting goals for the Security Support Services Contract at JSC, including Ellington Field and Sonny Carter Training Facility. This potential contract will require overall security management of the complex JSC site (4.2 million square feet of building space; 180 buildings; @11,000 Government and Contractor employees). Contemplated requirements will include the responsiblity for ensuring physical protection and integrity of the site mentioned above at all times and that every effort is made to protect the facilities and personnel within their physical boundaries at all times. The Contractor shall be able to provide personnel that are experts in bomb assessment, Technical Surveillance Counter Measures, executive protection; as well as locksmith capability, classified waste disposal, emergency operations dispatching, and visitor control/badging. The qualified contractors shall be able to provide and manage a Special Weapons Assault Team. They should also be capable of performing security threat and risk assessments for JSC managed facilities worldwide. Contractor personnel shall be expected to meet security standards, regulations, and laws (Federal, State, and local). The Contractor shall be able to provide selected individuals that are licensed/commissioned by the Texas Commission on Private Security and in addition, some personnel may be required to have Federal Arrest Authority certification, in accordance with U.S. Code 42, Chapter 26, Sub-chapter 2456A, "Arrest Authority." The Contractor shall also be required to become ISO 9000-2000 and OSHA Voluntary Protection Plan (VPP) certified within 1 year of contract award. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these cites for the release of any solicitation or synopsis. The Government is requesting from interested SB's, SDB's, WOB's, and HUBZone businesses' a capability statement of three pages or less indicating the ability to perform all or parts of the effort described herein. JSC is an ISO 9000 and OSHA VPP Star certified site; and consequently, interested parties shall address experience working within these environments. Responses shall include the following: name and address of firm, size of business; average annual revenue for the past 3 years and number of employees; ownership; whether they are SB, SDB, 8(a), HUBZone, and/or WOB; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past 5 years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact address and phone number of each). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified about the outcome of the Government's review of the solicited information. Failue to respond to this synopsis does not mean that a firm cannot respond to a solicitation at a later date. NAICS Code: 56161 (and all related categories).
