Description
The Federal Railroad Administration (FRA) intends to negotiate on a sole source basis with the Association of American Railroads (AAR) and its wholly owned subsidiary, Transportation Technology Center, Inc. (TTCI) for the award of Task Order No. 129 under contract DTFR53-93-C-00001. The AAR/TTCI is the on-site facility management contractor at the FRA's Transportation Technology Center(TTC) which is a 52-square mile facility located in the desert northeast of Pueblo, Colorado. The anticipated work involves using a hi-rail vehicle towing a GPR test cart and portable generator to determine existing track substructure conditions and perform railroad track modulus/stiffness measurements at a minimum of 20 locations on the test tracks at the TTC. The process will field test mechanisms for non-invasive remote sensing technology developed by the University of Nebraska for rapidly assessing the integrity of various track structure and substructure layers, such as the ballast, the sub ballast, and the subgrade, and to locate and quantify weak track segments. Also to be tested is the use of a laser interferometer for real-time measurement of vertical track deflection. The TTC is managed and operated by TTCI for the U.S. Department of Transportation and is the only known facility with the unique capability and circumstance suitable for conducting highly specialized and potentially hazardous railroad tests safely away from revenue service rail lines.
