- THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. Request information regarding the further development and production of a Low Loss Launch Valve Mechanical Lock. The Naval Air Warfare Center Aircraft Division Lakehurst is seeking information from potential sources for development and production of a mechanical lock with electrical interlock capabilities. Consideration will be given to purchasing new non-development items (NDI), commercial-off-the-shelf (COTS) mechanical lock with electrical interlock, or modification of existing over-center mechanical locks or power pack with mechanical lock. Information is requested regarding the design, fabrication, Relative Order Magnitude (ROM) pricing (to include hardware, internal data package, and supportability) and time to deliver the mechanical lock. The lock will be capable of withstanding compressive load of 30 tons. The lock will be deployed and operated aboard ship and must meet the following objectives: Maximum weight -- 15 lbs; must fit within the dimensional envelope/box of 5 inches by 5 inches by 10 inches retracted, 5 inches by 5 inches by 18-19 inch range fully extended. Electrical interface capabilities: The lock shall contain provisions to connect into a distribution box 15 feet from lock area. The electrical interface of the lock shall mate to the terminal board and wire leads in the distribution box, which use terminal lugs MS17143-10. The isolation of the contacts shall have a minimum dielectric withstanding voltage of 3000 Volts and meet the requirements of MIL-STD-202. All parts of the electrical interface shall be waterproof/water tight. The electrical disconnect shall be an integral/physical part of the mechanical lock. The final design will be subject to the following testing requirements: Performance; Environmental -- steam environment, rain, salt water wash-downs, Temperature -10F storage, 350F operation; Vibration; EMI; Shock; and Tech Evaluation (suitability and supportability). The final design should emphasize simplicity, minimum size, power requirements, and supportability. No peculiar or unique tools should be required for user servicing, maintenance or repair. Respondents are notified that a formal solicitation MAY NOT necessarily result from the RFI. Any comments provided may or may not be included in a formal solicitation. The Government WILL NOT PAY for any information received in response to this RFI nor will the Government compensate any respondent with costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend. Any future procurement for the Low Loss Launch Valve Mechanical Lock will be subjected to the Export Control Laws. A certified DD 2345 form must be submitted to the Contracts Department at Lakehurst before any future solicitation package could be released.
