Description

The Centers for Disease Control and Prevention (CDC) intends to purchase the following items on a sole source basis from Perkin Elmer Instruments: 1) HGA-600MS electro-thermo vaporizer 2) AS-60 autosampler. Description of the requirements are: The AS-60 furnace autosampler with flexible positioning for the HGA600 And PE spectrometers. An intelligent autosampler with flexible positioning for up to 40 samples or standards plus an additional position for blank solution and overflow container for pipet washing. Sample and alternate solution volumes are variable from 5 to 99 ul in 1-ul increments. Holds forty 1.5 or 3-ml sampling cups or can accommodate 35 standard cups plus five 25-ml cups. Provides automatic generation of calibration standards, method of additions, addition of matrix modifier(s), multiple standard calibration and recalibration or reslope plus programmable multiple sample injections. Also includes quick-change mount for rapid changeover between sampling modes. Controlled entirely from the AA instrument via an IEEE488 intelligent interface. Multistep programmable methods are stored in the AA unit. Electronics are built into the HGA-600 power supply. Service installation is required. CDC believes that its requirements are met by only one provider, however all responsible sources that can meet the requirements listed herein may submit a quote which will be considered by the agency. This is a all or none requirement. Delivery must be made within 30 days of purchase. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The following provision(s) apply to this acquisition: 52.212-1 Instructions to Offerors -- Commercial Items (MAR 2000) applies to this acquisition; 52.212-2, Evaluation -- Commercial Items (JAN 1999); the evaluation criteria stated in paragraph (a) of this provision are as follows: (1) technical capability of the proposed system to meet the requirements stated herein, and (2) price. The clause 52.212-4, Contract Terms & Conditions -- Commercial Items (MAY 1999) applies to this acquisition. The following FAR Clauses are hereby added to this clause: 52.247-35 F.O.B. Destination; The clause at 52.212-5 -- Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition. The following clauses listed in paragraph (b) of 52.212-5 apply to this acquisition: (1), (3), (5), (7), (9), (11), (12), (14), (15), (17), (18), (20) and (24).
