Description

The Bureau of Reclamation's Snake River Area Office, Boise ID, has a requirement to modernize portions of the powerplants at four locations in Southern Idaho. The project will include: constructing foundations for electrical equipment at Minidoka 138-KV Interconnection Substation and Palisades Switchyard.; constructing oil containment system at Palisades Switchyard; furnishing and erecting and modifying steel structures at Palisades Switchyard; removing five (5) 138-kV power circuit breakers at Minidoka 138-KV Interconnection Substation; furnishing and installing five(5) 138-kV power circuit breakers at Minidoka 138-KV Interconnection Substation; furnishing and installing five (5) 138-kV CCVTs at Minidoka 138-KV Interconnection Substation; removing six (6) 115-kV power circuit breakers at Palisades Switchyard; furnishing and installing two (2) 115-kV CCVTs at Palisades Switchyard; furnishing and installing six (6) new 115-kV power circuit breakers at Palisades Switchyard; removing two (2) 12.5-kV power circuit breakers at Palisades Switchyard; furnishing and installing three (3) new 12.5-kV vacuum type power circuit breakers at Palisades Switchyard; furnishing and installing three (3) 12.5-kV disconnect switches at Palisades Switchyard; removing one (1) 115,000/69,000/12,500 auto-transformer at Palisades Switchyard; furnishing and installing one (1) three phase, 5MVA, 115,000/12.5-kV-7,216 GrndY transformer at Palisades Switchyard; removing one (1) three-phase 12.5-kV grounding transformer, including foundation at Palisades Switchyard; furnishing and installing two (2) 115-kV power circuit breakers at Anderson Ranch Switchyard; removing two (2) 115-kV power circuit breakers at Anderson Ranch Switchyard; furnishing and installing two (2) 69-kV power circuit breakers at Black Canyon Switchyard; removing two (2) 69-kV power circuit breakers at Black Canyon Switchyard; furnishing and installing 3/C-10AWG, 5/C-10AWG and 12/C-10AWG 600 volt insulated multiconductor control cables at Palisades Switchyard; modifying main control board CSA at Palisades Powerplant; and making additions and revisions to wiring within the control boards at Minidoka Powerplant. Reclamation will issue this Request for Proposals (RFP) in the Adobe Acrobat PDF format via CD-ROM or the Internet in April 2001 and offers will be due approximately 60 days after the solicitation is issued. Offers will be evaluated on features/quality of equipment proposed, offeror's manufacturing facility/capabilities, past performance of similar requirements, proposed installation schedule, other technical factors, and price. A bidders/planholders list of offerors who've requested copies of the solicitation will be posted on our website www.pn.usbr.gov/contracts. No hard copies or faxed copies of this list will be provided. Requests should include your firm's name, address, phone, fax, and email address. Requests should reference Solicitation No. 01SP101460. Although we anticipate issuing/releasing the RFP in April, all dates are subject to change. At this time, site visits have not been scheduled but the RFP, when issued, will include contact points for site visits at the four locations. For this acquisition the small business size standard is 750 employees and the NAICS code is 335313. This requirement is not set-aside for small business. See Numbered Notes 12 and 26.
