Description
The Air Force Flight Test Center (AFFTC) intends to issue a Sole Source contract under FAR Part 12 to Preston Scientific, Inc., for the purchase of Data Acquisition Systems (DAS) and individual system components (hardware and software). To include the following: 12-each Remote Measurement Unit DM32M, 32 channel basic signal conditioning from end units, which are single-bay cabinets on wheels. Each DM32M contains a master acquisition chassis, a power panel, a blower assembly, a 13514 integrated amplifier and analog to digital converter board, an I/O adapter board 14325 for the 14348 card, a fiber optic transmitter/receiver board 14348 which provides the interface with the fiber optic link to the MCU, and a 13561 power supply. The master acquisition chassis contains 32 channels which are provided by 16 signal conditioner/preamplifier boards 14464. 12-each, DM32S, 32 channel basic signal conditioning front end expansion chassis. Each master acquisition chassis contains 16 signal-conditioner/preamplifier boards 14464. This chassis is installed into the DM32M front end unit to expand the channel number to 64. 6-each 9220-115, 16 channel signal conditioning front end pulse input chassis. The discrete input chassis provides 20 vertical board slots which accept circuit boards from the front of the unit. The discrete input chassis contains a discrete input control board 13698 in slot 4. The as-delivered discrete inputs chassis also contains four (4) digital input counter boards 14507 providing four (4) 16-bit counters per board. 2-each 9390-116, MCU 8 slot, command and data interface for the front end units. Each MCU is a 32-bit controller with an MVME167 Motorola CPU card, a 14323 data I/O interface card, a 14473 acquisition control card, a 14321 fiber optic data interface card, and two 14482B time code generator/translator cards. The MCU holds the scan list defined by the operator and acquires the input data from the DM32Ms in correct order. Acquired data is transferred to the host computer via an industry-standard, high-speed parallel bus. 20-each, 14464, programmable dual-channel bridge conditioner/universal input plug in cards (7027). Each 7027 card supports two input channels. Up to sixteen cards mount in a 8-3/4 inch Model 7027 RA chassis. Each channel has the following specifications: Signal Conditioning; Bridge Completion, 1.2 or 4 arm; Calibration, Shunt (remote or local); Excitation Voltage Mode, 0 to 15V at 50mA; Excitation Current Mode, 0 to 15mA; preamplifier Gains (computer selectable), X1, X8, X64, X512; Common Mode Rejection, 120dB, DC to 60Hz; Overvoltage Protection, 50V continuous without damage; Offset Stability +1.0hV/C; Gain Stability, +0.005% +0.002%/C; Nonlinearity, +0.01% of FS; Noise, 1V RMS RTI at 1kHz BW; Pumpout Current, Less than 3nA+1nA/C; Buffered Output Full-scale Ranges, 20mV, 160mV, 1.28mV or 10.24V depending on preamp gain setting (differential). Filtering; Type, Butterworth; Order, 4-Pole; Frequencies (computer selectable), 1, 10, 100, 1000Hz (standard). 2-each, 14560, IRIG time code generator module. 2-each 13651, multi voltage front end unit power supply module. 1-each, 13514-1, front end unit integrated amplifier and analog to digital converter (DAC) module. Each DAC module calculates the zero offset, stores the programmable gain and filter values, and acquires and converts a data sample within 50 nanoseconds of the trigger. 2-each, 14327, front end unit precision voltage calibration cards (NIST traceable). Each card can provide precision voltage steps from 1.0mVolt to + 10.24 Volts in powers of 2. Cards are removable for calibration and traceability. 8-each, 14320, fiber optic communication interface cards. Each card converts the electronic signal to a light path and provides a two way data transmission/communications link with another 14320 card. These components will be used to expand the Preston Scientific DataMaster 7000 (DM7000) data acquisition systems implemented at the Air Force Research Laboratory. These systems are used to acquire and record continuous data from various types of analog and digital transducers at rates up to 100,000 samples per second. In addition, each DM7000 system also provides simultaneous data display, limit checking, computed channels, discrete I/O control, as well as many other test related functions, all in real time. Interested parties must provide off-the-shelf equipment which is fully compatible with the hardware and software used throughout the DM 7000 systems. Due to the turnkey nature of the DM7000 system, all potential vendors must also include the installation ad integration of any proposed hardware and/or software, without compromising the integrity of the existing systems_ operation. The minimum salient performance characteristics: Shall be 100% compatible and interchangeable with the existing data acquisition system. The Preston Scientific DataMaster 7000 data acquisition system uses a proprietary format to acquire the signals generated on the rocket motor test stands. A requirements type contract with one (1) year base year and two (2) one year options is anticipated. This is not a request for proposal. It is the Government_s belief that only Preston Scientific can provide the various parts. Technical data and/or drawings pertaining to the various Data Acquisition Component parts is not available within the Government and are proprietary to the Original Equipment Manufacturer, Preston Scientific. However, other potential sources having the expertise and required capabilities may submit such data discussing the same in duplicate no later than 4:30 p.m. PST on 16 March 2001. Vendors desiring to submit offers demonstrating their capability to provide Preston Scientific DAS and individual system components (hardware and software) must submit a proposal identifying all hardware and software components in sufficient detail to provide comparison to the Preston Scientific DAS and components. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested offerors must submit adequate descriptive literature and evidence to demonstrate their capability to provide such an item within cost and time constraints. All information will be provided at no cost to the government. Prospective offerors or vendors may be contacted for the purpose of furnishing additional information. Firms responding must identify their company_s business size and category (i.e., SB, SDB, WO, etc.) This information must be provided to AFFTC/PKAA, 5 S. Wolfe Avenue, Edwards AFB, CA 93524-1185, Attn: Kathleen Palladino, no later than 16 March 2001, or faxed to (661) 275-9667. All complete responses received will be fully considered subject to evaluation by the USAF.
