Description

NASA/GRC plans to issue a Request for Quotation (RFQ) for 1. Fidap Software: Maintenance and updates for four (4) process solvers and four (4) parallel processes to be run on a unix platform under an existing perpetual license. 2. Polyflow Software: Maintenance and updates for two (2) process solvers to be run on a unix platform under an existing perpetual license. 3. Fluent Sofware: Annual lease, maintenance, and updates for four (4) process solvers to be run on a unix platform. 4. Fluent Software: Annual lease, maintenance,and updates for four (4) process solvers and four (4) parallel processes to be run on a linux platform. The software is for use in assisting the science and development of hardware of several space experiments, including DC/PCG, DIPMS, TDSE, and VGX-2. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Fluent, Inc., Centerra Resource Park, 10 Cavendish Court, Lebanon, NH 03766-1442. The Governmentintends to acquire a commercial item using FAR Part 12. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION IS 10 U.S.C.2304(C)(1). Thousands of case and data files have been generated using Fidap, Polyflow,and Fluent codes. Such files would be unreadable by any other similar code, and the results generated during the past fourteen (14) years would be inaccessible. Fluent, Inc. is the originator of the software liciense and holds the source code, no other vendor is able to provide the support services needed for the Fluent, Fidap, and Polyflow codes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Tuesday, March 20, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
