Description
NASA/HQ intends to award a cost plus fixed fee sole-source contract to Remote Sensing Systems, in Santa Rosa, CA, pursuant to 10 U.S.C. 2304(c)(1), only one responsible source. This procurement is to provide one year of support with a one-year option for additional support to NASA's Office of Earth Sciences to provide software and an Internet Web Page that will enable data collection, product generation, and public product availability of passive microwave data products from the AMSR-E sensor on the AQUA satellite. These support services include but are not limited to: the collection of real-time AMSR-E data from 4-5 real-time EOS direct broadcast reception sites, processing an integrated U.S. set of products via AMSR-E algorithms and displaying the results daily on a Web site, and providing stand-alone software for the local interpretation of AMSR-E data by the individual sites. Remote Sensing Systems has the demonstrated knowledge, experience, and staff to provide this service. Remote Sensing Systems personnel have been on the science teams of every U.S. passive microwave imaging satellite sensor. They have written and validated most of the relevant algorithms currently available. Additional Dr. Frank Wentz is a member of the AMSR-R U.S. Science Team and has developed the algorithms for U.S. use. Remote Sensing Systems has demonstrated the Web-based automatic product generation with the current set of operating passive microwave satellite sensors ( http://www.ssmi.com ). This software and the Internet product distribution system are needed to begin interpreting the AQUA data as soon as the satellite is launched. Remote Sensing Systems is uniquely qualified to develop the algorithms, apply them to the new data, and to generate data products from them. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26 Remote Sensing Systems is the only source, which can meet the Government's requirements. Any other firms desiring consideration are requested to fully identify their interest and capabilities within 15 days of the date of publication of this synopsis to the NASA's GSFC office and contract listed below. An Ombudsman has been appointed. See NASA Specific Note "B". Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
