Description

NASA/KSC plans to issue a Request for Quotation (RFQ) to upgrade the following equipment: Integrated High Definition Signal Generator, Item #HS2SG, 1 ea; Signal Generator Extended Standards, Item #HD2GS (requires HD1SG), 1 ea.; Stress Insertion Features for Signal Generator, Item #HD2ST, (requires #HD1SG), 1 ea; Frame Based Patterns, Item #HD2FR, (requires HD1SG), 1 ea.; and EYE Diagramming & Jitter Analysis, Items HD2EY, (requires HD1AN), 1 ea. Factory service upgrade support, Item #2FX. Upgrade is requred for Generators with serial numbers earlier than 3006 and Analyzers with serial numbers earlier than 32119. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase the items from Synthesys Research Inc., 3475-D Edison Way, Menlo Park, CA 94025, under the authority of FAR 6.302-1. Synthesys Research Inc., is the only responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 14, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
