- NSN: 1370-00-028-6007/L366 Part Number:8848486 ITEM: Simulator, Projectile, Air Burst M74 Point of Contact Janet Batson, Contract Specialist, (309)782-5452 or email batsonj@osc.army.mil is conducting a market research survey of industry to identify sources capable of manufacturing the M74 Simulator. The M74 Simulator has a one-piece aluminum case with an extracting rim, and resembles a large shotgun shell. The case contains a percussion primer mounted in the base, a black powder propelling charge, a delay fuse and an inner case containing a flash charge.The M74 simulator is used to simulate artillery fire air bursts. The simulators are fired from Pyrotechnic Pistol AN-M8. The firing pin of the pistol strikes the primer, igniting the propelling charge. The propelling charge expels the self contained flash charge from the case at the same time igniting the igniting charge. The igniting charge ignites the delay fuse and the fuse in turn ignites the flash charge producing a bright flash and a loud noise. The total delay from actuation of the firing pin to ignition of the flash charge is 2-3 seconds, aimed at a 45 degree elevation, the height of burst is about 100 feet. Weight loaded is .34 lb. Length is 3.85 in. Diameter is 1.57 in. Body material is Aluminum. Pyrotechnic Charge: Type is Flash powder and weight is 1.25 oz. Propelling Charge: Type is Black powder and Weight is 1.36 grams. Primer is Percussion M39A1. A respondent to this survey should be able to show that they have adequate technical and manufacturing capability and good past performance. A respondent to this market survey must have available a majority of the skills and facilities that are requird to manufacture the M74 simulator. If the respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate his ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. This is a market survey for planning purposes onlk and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. All information submited will be held in a confidential status.
