Description

The U.S. General Accounting Office (GAO) hereby supplements CBD Notice dated January 8, 2001, Truth In Regulating Act (TIRA) for a sole source award to the National Academy of Sciences to also include requirements under the Budget and Accounting Act. In addition to GAO's independent evaluation of economically significant proposed final rules under TIRA, the scope of the contract is amended to include the evaluation of other federal programs and policies which requires the use of comprehensive and exceptionally specialized scientific expertise of the highest caliber. This contract is contingent upon the appropriation and availability of funds. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested firms may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. No solicitation will be issued. However, all proposals received within thirty (30) days after date of publication of this supplemental notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
