Description
The U. S. Department of Justice (DOJ) has a requirement for multi-discipline Architect & Engineer (A&E) services for the preparation of studies, plans, specifications, and cost estimates to be utilized by DOJ in the course of contracting for various construction projects. Required services will include master planning; programming; concept, schematic, and design development; construction document preparation; construction contract observation and administration; building security; historic preservation; handicapped accessibility; seismic evaluation; environmental, energy, and fire protection engineering; estimating; and review of hazardous material abatement requirements for construction projects. Professional disciplines that will be required include architecture; planning; interior design; mechanical, electrical, environmental, and structural engineering; estimating; construction management; and inspection engineers. The contract will support the DOJ in its efforts for the planning, design and construction of facilities in Washington, DC, nationally, and potentially worldwide. The A&E firm MUST have an active design production office within the following geographic area (This is a PASS/FAIL criterion): the Washington, DC metropolitan area -- defined as the District of Columbia and the following surrounding cities and counties, including all cities, towns, etc. within those counties: Montgomery County, MD; Prince George's County, MD; Anne Arundel County, MD; city of Arlington, VA; city of Alexandria, VA; Fairfax County, VA; Loudon County, VA; Prince William County, VA. Selection evaluation criteria are listed below with numbers (1) and (2) being of equal importance and the remainder being listed in descending order of importance: (1) professional qualifications necessary for satisfactory performance of the above listed services; (2) specialized experience and technical competence in the required work; (3) capacity to work simultaneously on several task orders in a timely manner; (4) past performance on similar contracts with both government agencies and private industry in terms of cost control, quality or work, and compliance with performance schedules; (5) knowledge of building physical security and threat assessment; and (6) demonstrated success in prescribing the use of recovered materials, and achieving waste reduction and energy efficiency in facility design. DOJ intends to negotiate and award one indefinite delivery/indefinite quantity contract. Individual work orders will be negotiated for each project. The initial contract period will be for twelve (12) months with four option periods of twelve (12) months each for a total contract period of sixty (60) months. The total contract amount over the five year period is estimated to be in the range of $10,000,000. Firms responding to this notice must address their capability with regard to the evaluation criteria listed above and must include two copies each of the SF-254 and SF-255. Responses shall be submitted to the following address so as to be received not later than 2:00 p.m., local (Eastern) standard time, April 12, 2001: U.S. Department of Justice, Procurement Services Staff, Attn: Tim Spencer, National Place Building, 1331 Pennsylvania Avenue, NW, Suite 1000, Washington, D.C. 20530. Responses received at the above location after the established deadline will be considered late and will be handled in accordance with FAR Part 52.215-1, "Instructions to Offerors -- Competitive Acquisition."
