Description

DSCR intends to negotiate with a responsible source or sources for the procurement of Reclaimed Halon 1301 in accordance with ASTM D 5632, Type 1, standards having no more than 19.3% maximum non-condensable gases in the vapor phase of filled cylinder at 70 degrees Fahrenheit when filled to a fill density of 70 pounds per cubic foot of cylinder volume. This procurement is for 100,000 pounds of reclaimed halon. The halon shall be shipped to Defense Depot Richmond, Virginia (DDRV) in contractor-owned, DOT approved cylinders/containers. Contractor cylinders/containers will be detained at DSCR for no more than 30 days for the transfer of halon to Government containers. The contractor containers will be returned to the contractor at Government expense. Certification of halon quality will be required. Certifications shall be conducted by a third party approved laboratory identified in proposal. Sources and history of supplied halon must be provided with proposal. EPA petition documentation shall be provided with proposal for any imported halon. Delivery can begin as early as 30 days after contract award but contract completion shall not exceed 12 months. Multiple awards will be possible but the minimum from each source shall be 10,000 pounds. All shipments shall be FOB Destination with Inspection and Acceptance at destination (DDRV) with laboratory certifications. This procurement is unrestricted.
