Description

A -- The U.S. Department of Commerce/NOAA intends to procure on a sole source basis from Gladys Porter Zoo to assist the National Marine Fisheries Service/Office of Protected Resources by assisting in the development of a Sea Turtle Stranding Network at the Principal Nesting Beach Turtle camps of the Kemp's Ridley. Contractor will establish a year round stranding network at three principal beaches on the Tamaulipas coast to provide comprehensive and quantitative data on the strandings of marine turtles in these areas during a one-year period. Three weekly patrols will be made from the Tepejuajes and Rancho Nuevo camps to the north and south from Barra del Tordo south to Barra Chavarria sectors of prime Kemp's ridley habitat. Two days a week the La Pesca and Altamira sectors of the beach will be surveyed. Necropsies will be performed on dead stranded sea turtles whenever practical and the causes of death quantified. Standardized necropsy forms will be used. A workshop to provide necropsy training will be conducted. Stranded turtles will be scanned for the presence of PIT tags. Turtles will also be scanned for wire-coded tags when a magneto- meter is available. Any other offerors that have the ability to provide this type of service are invited to submity information as to their capabilities and any other pertinent data to the address above to be received by 03/20/01. No solicitation document exists; therefore a request for such document will not be considered. Award will be made under simplified acquisition procedures. vks(1-00002)
