- THIS IS NOT A SOLICITATION. The work consists of planting a total of 5.5 acres of eelgrass in the Piscataqua River, NH/ME area. Specifically, the sites are (1) inside Little Harbor in New Castle, NH (2.5 acres); (2) an area offshore of Kittery Point, ME (1.5 acres); and (3) an area on the norther shore of Pierce's Island, NH (1.5 acres). All the sites are along the shore with varying depths between 3 and 9 fee mean low water. The eelgrass will be planted by employing any proven/acceptable method. Proven/acceptable planting method refers to any method shown to have been successful in a previous eelgrass planting project, under similar environmental conditions as the three sites proposed here, and where at least 50% of planted plants survived for a period of at least one year after planting. We anticipate that the eelgrass will be planted in Planting Units (PU). Each planting unit will be composed of at least two individual plants connected with a cable tie with the rhizomes facing in opposite directions to each other. Each PU will be made up of at least 15 shoots, i.e. growing rhizome apical meristems. The contractor should insure that each PU is healthy and free from diseases and other disturbances which would impede the success of the eelgrass transplant. Donor beds will be made available nearby (+/- 5 miles) from each site. However, alternate donor sites may be used provided the contractor obtains the required permits/approvals for eelgrass collection. Planting depths shall be commensurate to the donor area depths +/- 2 feet MLW. The density of each planting area may differ from site to site depending on site conditions but will generally be about 10,890 PUs per acre (or about 2 feet on centeR). The Little Harbor site will have moorings in the planting area which will need to be avoided when planting is performed. Most acceptable eelgrass transplant methods can be found in "Guidelines for the Conservation and Restoration of Seagrasses in the United States and Adjacent Waters" by Mark S. Fonseca, W. Judson Kenworthy, and Gordon W. Thayer, November 1998, published by the U. S. Department of Commerce, National Oceanic and Atmospheric Administration, Coastal Ocean Office. The NAICS code is 115112 with a Size Standard of $5,000,000.00. Therefore, to be considered a Small Business a firm and its affiliates, for the preceding three fiscal years, average annual receipts cannot exceed $5,000,000.00.
