Description

Preparation of a prospectus for new Visitor Center at Chicago Lock Property, located adjacent to Chicago Harbor Lock, Chicago 108 Streeter Drive. The U.S. Army Corps of Engineers, Chicago District proposes to enter into a contract for an Interpretive Prospectus, which will include alternate interpretive programs, a conceptual plan for the physical layout of a Visitor Center, a staffing and resource plan for operating the Visitor Center and preliminary cost estimates for exhibits: construction and operation and maintenance. The Request for Proposal requires the Contractor to furnish all labor, supplies and equipment to conduct the studies and complete the analysis and submit required reports in accordance with contract specifications and all other attachments. The work is expected to take less than one calendar year but will be conducted over two fiscal year periods. Preparation of the Prospectus includes (1) Gather information from specific sources through interviews, exchanges of correspondence other means, (2) Develop independent alternative interpretive plans, (3) Develop implementation plans for each interpretive plans, including staffing levels, interpretive resources requirements and cost estimates (4) Perform a Market Analysis on which to base facility sizing program emphasis (5) Submit findings, results and recommendations in series of in progress review meetings, and (6) Complete a final report documenting the work done. The proposals will be evaluated using the Best Value Approach: compliance with requirements contained in the RFP, soundness of approach, relevant experience, qualifications of key personnel, management capabilities, and understanding the Water Resources of Chicago Area and Lake Michigan. The U.S. Army Corps of Engineers intends to award a Firm Fixed Price Contract. Classification Code for this procurement is NAICS No.541611 and is unrestricted to business size. Proposal issue date is on or about March 30, 2001 and Proposal due date is COB on or about April 30, 2001. Telephone requests for solicitation will not be honored.
