Description

Firm fixed price contract to secure Cadastral Surveying Services on an individual project basis for the following work located on the Black Hills National Forest in South Dakota. The Black Hills National Forest estimates that two projects will be awarded. One is located in Townships 8 and 9 South, Range 5 East, Black Hills Meridian and will be the Flagpole Mountain boundary maintenance project. The Flagpole Mountain project will consist of 13 sections to retrace and subdivide along with approximately 20 miles of property boundary to monument and post. It is anticipated the work on the Flagpole Mountain project will begin on July 1, 2001 and be completed on or about July 1, 2002. The other project is located in Townships 1, 2, 3 & 4 South, Ranges 1, 2 & 3 East; Black Hills Meridian and will be called Jasper Fire boundary maintenance project. The Jasper Fire project will consist of 37 miles of boundary maintenance along with the associated property corner maintenance and corner re-monumentation. The Jasper Fire project will also consist of corner search and corner maintenance of approximately 350 public land survey system (PLSS) corners. It is anticipated the work on the Jasper Fire project will begin on July 1, 2001 and be completed on or about July 1, 2003. Offeror may elect to submit for either project or both however projects are to be diligently pursued concurrently. This acquisition is open to both small and large business concerns. A contract will be negotiated with the highest ranked firm first, and if necessary, with each successive firm, until a fair and reasonable price can be reached. The intent of this announcement is to obtain a list of qualified professional surveying firms to survey and mark the legal property boundary of the National Forest. This project will include corner search, monumentation and perpetuation of all property and controlling corners associated with the surveys along with boundary maintenance and posting. Contract time for the project will be negotiated with no allowance made for winter shutdown. See numbered Note 24 for submission requirements and evaluation criteria. Supplemental submission data includes proof that your firm has Registered Professional Surveyors licensed in South Dakota. The evaluation criteria set forth in numbered Note 24 will be used in conjunction with the following supplemental data to assess your firms' qualifications for cadastral surveying projects. Briefly address the following in narrative form: 1. Additional credit will be given to potential contractors that are or will subcontract with certified 8(a) or other small disadvantaged businesses. 2. For Jasper Project only: Please discuss your firms' ability to provide Global Positioning System (GPS) coordinates in both electronic and hard copy format for all PLSS survey monuments. At a minimum the relative accuracy, after differential correction is applied, shall be less than 3 meters of the true position.
