- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). DESCRIPTION: Items are for a quantity of 3 AOA Sytems: Each AOA System shall consist of an AOA Sensor Package suitable for mounting in a wind tunnel model and a Signal Conditioner suitable for mounting in a 19 inch rack. These two items shall meet the following performance requirements: A) AOA Sensor Package 1)Uncertainty in Model Attitude: +/-0.01 degree over an angle range of +/-20 degrees. 2) Shall have a minimum sensitivity of 0.25 V/G when used with the supplied AOA signal conditioner Shall operate from 1 15 volts DC 1 10%. 3) Sensitivity shall not shift more than 0.1% over the temperature range of 4 to 72 deg C. 4) Bias shall not exceed .01 G. Bias shall not shift more than 175 micro G over the temperature range of 4 to 72 degrees C. 5) Maximum Dimensions: Not to exceed 1.625 inch length and 1.188 inch diameter. The AOA sensitive axis shall be along the length of the cylinder. 6) Axis alignment shall not shift more than .0006 degree per degree C over the temperature range of 4 to 72 degrees C. 7) A 10% variation in either or both supply voltages shall shift the bias less than 30 microG and shall shift the scale factor less than .01%. 8) Unfiltered output noise shall not exceed 8 microG RMS below 10 Hz and 80 microG RMS between 10 Hz. and 500 Hz. 9) Nonlinearity and hysteresis shall not exceed 35 microG over a range of 1 1 G. 10) Shall withstand shock of 150 G half-sine 6 milliseconds in any axis. 11) Input voltage reversal shall not cause permanent damage to the AOA package. 12) Stability: at a constant temperature of 71 C, no reading with package level shall differ from any other reading with package level by more than 80 microG for four hours (after a 30 minute warm-up). Sensitivity shall not shift more than .030/o during the same four hour period. 13) Rectification: 4G RMS random vibration (constant energy per hertz of bandwidth) in any axis shall cause an output shift of 100 microG or less in the 50-5000 Hz band. Sinusoidal acceleration of 3 G in any axis shall cause: a. an output shift of 90 microG or less in the 50-1000 Hz band. b. an output shift of 500 microG or less in the 1000-2000 Hz band. c. an output shift of 1000 microG or less in the 2000-5000 Hz band. 14) Permanent bias shift caused by any environment in these specifications shall be 180 microG or less. B) Signal Conditioner 1) Shall have an internal DC power supply capable of providing both +15 Vdc and -15 Vdc relative to power and AOA signal common and both supplies shall provide sufficient current to power an AOA requiring a maximum current of 20 mA from each supply. The accuracy of both supply voltages shall be 11%.. 2) The signal conditioner shall provide a 209.9 ohm load esistance 10.01% between AOA signal and signal common. This resistance shall be measured using a 4-wire resistance method by applying a known current into either AOA signal input and then measuring the filtered output voltage using a precision voltmeter. The ratio of unfiltered output voltage to known AOA input current shall be 209.9 ohm 10.01%. This measured value shall be recorded on the signal conditioner front panel. 3) Shall provide either fixed or adjustable signal filtering 4) Shall incorporate a digital front panel meter capable of monitoring the current that the AOA draws from both power supplies, the +15 Vdc supply voltage, the -15 Vdc supply voltage, the filtered AOA signal output, and the unfiltered AOA signal output. The panel meter shall be capable of displaying these parameters with an accuracy of 0.25% The signal conditioner shall operate from 120 VAC rms (110%) at 60 Hz. 5) The signal conditioner shall incorporate bnc or banana jacks on the front panel to monitor both the filtered and the unfiltered AOA signal output. C)Items to be Supplied With Each System 1) User Instruction Manual, including handling, mechanical installation, wiring procedures and troubleshooting guide for the sensor package and signal conditioner and field calibration and data reduction techniques. 2) Complete calibration data obtained for each unit with make/model number of all equipment used for calibrations. 3) Connecting cable (6 ft, min) between sensor and signal conditioner. 4) Two (2) spare mating connectors for sensor and two (2) spare mating connectors for signal conditioner to allow new tunnel interconnect cables to be fabricated by GRC. The provisions and clauses in the RFQ are those in effect through FAC 97-20. The procurement was previously synopsised on February 27, 2001 as a total small business set-aside. No responsive offers were received. This procurement is re-synopsis on a nonrestricted basis. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to GRC is required October 1, 2001. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:30p.m. local time on Friday, March 30, 2001 and may be mailed or faxed and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
