- NASA/HQ plans to award a 3-year service requirement to the Quality Systems Registrars, Inc. (QSR) to conduct ISO 14001 Certification and Surveillance Audits at 3 sites, Glenn Research Center (GRC), Johnson Space Center (JSC), and Stennis Space Center (SSC). The authority is only one responsible source 10 U.S.C.2304 (c)(1). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA Headquarters' has an existing contract to provide for development and testing the implementation of an Environment Management System (EMS) based on ISO 14001 principles at GRC, JSC, and SSC. This requirement is for independent verification and validation (IV&V) activity to assess conformance of the system to the ISO 14001 standard and follow up surveillance. QSR is an accredited registrar that has been involved in NASA's ISO activities and has direct knowledge of our Phase I and Phase II activities. Selection of another contractor would require the redo the document review and site visits already completed. This delay would jeopardize NASA's needed completion date of April 2001 and would require extension of the overall implementation activity at the test sites. QSR can meet NASA's requirements at within the timetable established to implement the NASA EMS at the test sites. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 5, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
