Description
The U.S. Department of Transportation (USDOT) Federal Highway Administration (FHWA) is seeking to award a cost sharing Cooperative Agreement (with a minimum 35% cost share ratio) to partners who can develop and implement a Field Operational Test (FOT) for a system that can warn a driver when they are about to drift off the road, or are traveling too fast for an upcoming curve. This is in support of the U.S. DOT Intelligent Transportation Systems Intelligent Vehicle Initiative. Systems that use the Global Positioning System or some type of Differential Global Positioning System in conjunction with accurate digital maps are acceptable and are encouraged. Also, vision-based systems that read and interpret information from the relevant existing infrastructure and vehicle environment are acceptable. Systems that are currently in production will not be considered for test, but pre-production systems are sought. A more detailed list of operational requirements for countermeasures to be tested will be provided in the Request for Applications. The Field Operational Tests shall be divided into two non-overlapping phases, separated by a decision milestone: Phase I shall be the engineering development of one or more prototype test vehicles and verification of their performance; and Phase II shall be the fabrication of the field test fleet, the performance of the field test, and the evaluation of the field test data. Applicants will recruit drivers for the field test who will be allowed to take a vehicle for a short period of time on the public roads at their discretion. Data that will support the independent evaluation will be automatically collected during this use. The field test data collection effort will be designed in cooperation with the Volpe National Transportation Systems Center, who will be the independent evaluator for this Field Operational Test. The field test data collection is expected to start in CY 2001 and to be completed before the end of CY 2003. The Request for Applications/Proposal due date is scheduled for May 17, 2001. NO FURTHER SOLICITATION INFORMATION IS AVAILABLE AT THIS TIME. This solicitation will also be available electronically through the Electronic Posting System (EPS) at www.eps.gov and is scheduled to be released on or about April 6, 2001.
