Description
The National Institute of Standards and Technology (NIST) intends to enter into a sole source contract with the Aerospace Corporation, a non-profit corporation which operates a Federally Funded Research and Development Center (FFRDC), under the authority of 41 U.S.C. 253(c)(3)- Industrial mobilization; engineering, developmental, or research capability; or expert services. The contractor will provide scientific and engineering analyses that support planning, program execution, regulatory analysis, financial analysis and modeling and program performance evaluation for the Department of Commerce, Office of Space Commercialization. The objective of this support is to provide the DOC with timely, objective, non-advocacy inputs to plan, execute and evaluate an effective space commercialization program. The Aerospace Corporation is uniquely qualified due to its ability to conduct this effort in an independent fashion with freedom from bias that would result from predilection towards a particular program or hardware and software design or approach. The technical nature of the support required by DOC presents the need for access to a diversity of space-related hardware, software, financial modeling and economic analysis skills, and to extensive space data bases and information sources. The Government anticipates the award of a task order contract. The proposed requirement is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The period of performance for this requirement is a base year from contract award and four (4) one-year option periods. This notice of intent is not a request for competitive proposals. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Note 22.****
