Description
The contractor shall furnish the necessary qualified technical personnel, materials, supplies, facilities and equipment to design, manufacture, and demonstrate a FMVSS 210 test device composed of pelvic and upper torso blocks which are connected with a simple hinge (or hinges). Evaluation Tests and Reporting Requirements shall conform with the performance requirements of the contract as well as with the Laboratory Test Procedure FMVSS No. 210-09, "Seat Belt Assembly Anchorages". In order to be considered for an award, each Offeror must have either a fully operational test facility capable of meeting all testing requirements specified in the solicitation and the Laboratory Test Procedures or a facility for fabrication of the proposed test device. Subcontracting will be permitted. Offeror's with expertise in vehicle testing, may team up with a company with expertise in anthropomorphic dummies. Offeror's who do not have the facilities for the FMVSS 210 compliance Laboratory Test and fabrication of automotive test dummies must identify all tasks that will be subcontracted. It is contemplated that a fixed-price type contract will be awarded for this effort. The anticipated period of performance is eight (8) months. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the FedBizOpps page is www.fedbizoOpps.gov or www.epsw.gov. It is the Offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
