Description
The proposed contract action is for a new Indefinite Delivery Indefinite Quantity firm fixed-price contract for the delivery of Deployable Multi-Channel SATCOM (DMCS) Terminals. The government intends to solicit and negotiate with only one responsible source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, the Government will consider all proposals received by the closing date of this announcement. A determination by the Government not to compete this proposed contract is based upon responses to market investigations conducted from November 2000 through January 2001. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A sole source contract is being planned with Global SATCOM Tech., Inc. (GST) 9141 Arbuckle Drive, Gaithersburg, MD 20877-1428. This contract action is contemplated for up to 33 systems. Each system shall be DSCS and INTELSAT certified and consist of the following equipment; One 2.4 meter motorized antenna with pedestal; two hub mounted Antenna Control Units; two antenna hub mounted tri-band transceivers with L-band IF; one C-band feed with LNA, waveguide and filters; one X-band feed with LNA waveguide and filters; and Ku-band feed with LNA waveguide and filters; RF, IF, and AC cable sets; two 450 watt tri-band TWTAs with RS-485 controller, hardened transit cases; logistics support and data. Maximum system (as described above) weight when configured for transport in hardened transit cases shall not exceed 1200 lbs. Maximum system volume when configured for transport in hardened transit cases shall not exceed 105 cubic feet. No tools shall be required for system set-up, set-up time shall not exceed 30 minutes, with a two man crew. Delivery of two each DSCS and INTELSAT certified systems is required by Sep 15, 2001. Interested persons who wish to identify their capabilities or submit proposals should do so within 45 days of the posting of this notice. Identifications of capabilities, at a minimum, should include spec sheets of products and detailed data to verify that the contractor's proposed system can meet the requirements. See Note 22.
