Description
The National Institute of Standards and Technology (NIST) intends to enter into a sole source contract with the National Conference of States on Building Codes and Standards (NCSBCS) a non-profit organization, located at 505 Huntmar Park Drive, Suite 210, Herndon, Virginia. The procurement requires the holding of a national technology forum in the Washington D. C. area, in May, 2001, to enhance the use of information technology as a vital tool in the building regulatory process. The procurement also requires an analysis of the results of the forum, the development of an action agenda, and an indication of the resources needed to implement the action agenda. The period of performance is for ten months. FOB Destination Gaithersburg, MD. No solicitation package will be issued. NCSBCS is the only possible source to provide this service because it is the only organization that has comprehensive knowledge of the current status of the use of information technology in state and local building codes used by the states. The National Conference of States on Building Codes and Standards (NCSBCS) was established in 1967 to provide building code and regulatory expertise to the nations governors. For the last four years, NCSBCS has lead a project Streamlining the Building Regulatory System. NCSBCS has held a number of conferences and workshops on the subject of streamlining the building regulatory system, and has produced a number of annual reports on the subject. A written quotation will be obtained from the vendor and an award made based upon simplified acquisition procedures. The anticipated award date of the order is on or around March 31, 2001.
