Description

The Department of State is seeking to commission a study to analyze the feasibility establishing State Post Offices (SPO's) at U.S. Embassies and Consulates overseas to provide services similar to those provided by the Military Postal service (MPS). The study would determine how SPO facilities would be established overseas, using MPS standards, for the operation of an SPO. The study will determine if additional personnel will be required overseas to support the SPO's. It will also determine the cost/benefit and operational impact on our current domestic pouch operation and include a detailed implementation plan if appropriate. The company conducting the study will need to have in-depth knowledge of USPS domestic and international mail programs; in-depth knowledge of MPS programs; and a general understanding of the current Diplomatic Pouch and Mail program. The final report will include a detailed study of the accounting requirements needed to operate SPO's, similar to the MPS accounting support mechanism. Interested bidders may contact Pete W.
