Description
The U.S. Geological Survey (USGS) requires a contract for consultant services to develop performance measures to assess the effect of the California Bay Delta Environmental Enhancement (CALFED) program actions on water supply reliability in the Central Valley Project and the California State Water Project. TASK 1: Collect, review and synthesize information on state and federal water project delivery systems, general operations and forecasting, existing metrics used to define supply reliability, and actions being planned or undertaken by the CALFED program. Draft conceptual model of the system that encompasses key factors associated with supply reliability and critique of existing metrics. TASK 2: Collect and review metrics used to determine supply reliability in other public utility networks including electric power, natural gas, etc. Describe relationships between metrics used in other systems and appropriateness for CALFED. TASK 3: Proposal for measuring water supply reliability in a linked state and federal water delivery system. Discuss ideal metrics for assessing changes in supply reliability, information currently available to base metric, studies needed to develop information needed for metric and not currently available, and recommended measurements to use while needed studies take place. TASK 4: General workplan for moving from existing monitoring conditions to ideal metric. TASK 5: Identify appropriate reviewers for proposed metrics, study designs, study results, field testing and verification of new monitoring/data collection methods and data analysis. TASK 6: Contact CALFED Program Managers for water storage, marketing, conveyance, etc. for currently used performance measures to gauge programmatic success and recommendations on incorporation of supply reliability metrics. MANDATORY QUALIFICATIONS: 1. Experience in conducting analyses and comparisons across different public utility network industries. 2. Experience in systems planning and operational knowledge of large-scale public utility systems; ability to translate between policy objectives and technical implementation. 3. Must not have or be perceived as having any professional bias towards any particular water supply management process or measurement of supply reliability; awardee will not have performed substantial technical work for any water supply agency, water contractor, or stakeholder actively engaged in water supply debates, nor made public statements for or against any water management process or supply reliability measurement on behalf of any stakeholder. LOCATION: CALFED and sources of information are primarily located in Sacramento, CA. PERFORMANCE PERIOD anticipated 7/1/2001-2/28/2002.
