- CSAT will award a one year contract with four option years. The purpose of this contract is to implement and maintain a Technical Assistance (TA) program to (1) aid communities and States in planning for the availability of opioid addiction treatment services; (2) assist Opioid Treatment Providers (OTPs) with improving treatment services; and, (3) develop and deliver TA to assist OTPs to prepare for and participate in accreditation surveys specifically focused on opioid maintenance treatment, correct identified deficiencies, successfully complete accreditation surveys, and maintain accreditation and SAMHSA certification. These efforts will serve to improve management, planning, delivery of clinical services, and monitoring and evaluation of the quality and appropriateness of treatment services in light of, and in compliance with, U.S. Department of Health and Human Services' regulatory reforms. Specifically, CSAT's focus will be directed toward improving the effectiveness and quality of opioid treatment clinical services in areas such as: _ Administrative organization and responsibilities; _ Treatment practice standards and accreditation standards; _ Comprehensive physical and bio-psychosocial assessment of patients' needs; _ Clinical management, including patient admission criteria, therapeutic dosage criteria, record keeping, treatment planning, medical withdrawal of therapy and maintenance therapy; _ Continuous clinical assessment and evaluation of patient progress in treatment; _ Continuous quality improvement and patient outcomes monitoring; _ Counseling, vocational, educational, and other services; _ Management of concurrent alcohol and poly-substance abuse; _ Coordination with primary and public health care and other service providers; _ Utilization management, including discharge planning, follow-up and patient treatment matching; _ Special considerations for minorities and mental health patients, HIV-positive patients and women; and, _ Diversion control plans. Expert consultants familiar with opioid treatment and accreditation will be identified and recruited to provide much of the technical assistance. Data relating to process, content and costs of TA will be collected as a part of the contractor's continuous quality management program. Accreditation site visits will be conducted by SAMHSA-approved accreditation organizations, through separate SAMHSA/CSAT contracts or other arrangements. A DRAFT Statement of Work and DRAFT Performance Standards will be posted at the SAMHSA web site. The items are posted to obtain industry comments and industry standards, if applicable. The estimated date for issuance of this RFP is April 9, 2001 with responses due May 10, 2001. Files will not be made available on the Web Site until after the estimated issuance date.
