- Description
- (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. (ii) This combined synopsis/solicitation is issued as a Request for Proposal (RFP #787416). A firm-fixed-price purchase order will be issued as a result of this combined synopsis/solicitation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through the FEDERAL ACQUISITION CIRCULAR 97-22. (iv) This solicitation is restricted to a 100% set-aside for small business concerns. North American Industry Classification System is 611420 and the small business size standard is $5 million dollars. (v) The RFP is for the following CONTRACT LINE ITEM NUMBER (CLIN): CLIN 0001: Training entitled "Checkpoint Firewall-1" for 12 students to include a Checkpoint Firewall Introduction -- 2 day class, Checkpoint Firewall Advanced -- 2 day class and Checkpoint VPN Class- 1 day class. This training is to be performed by a Certified Checkpoint Training Center and shall include a lab environment for all 12 students (minimum of 6 workstations). (vii) Delivery shall be within 60 days of receipt of a delivery order. This Information Technology (IT) training will be conducted on-site at the Federal Bureau of Investigation, Criminal Justice Information Services (CJIS) Division, 1000 Custer Hollow Road, Clarksburg, West Virginia 26306. The contractor will provide all lab equipment, and will establish a stand-alone lab within the physical confines of the classroom. The classroom will provide the contractor with no connectivity to the CJIS Division automated systems. The Contractor shall be responsible for the configuration and dismantling of all training equipment. All contractor supplied equipment will be subject to the CJIS Division Virus Scanning Procedures. (viii) FAR 52.212-1, Instructions to Offerors -- Commercial Items is incorporated by reference and applies to this acquisition. ADDENDUM FAR 52.212-1 Para. (B) Submission of offers: Offerors are requested to provide pricing based on quantity discounts, if available; i.e., Qty 1-5, 6-10, 11-15, etc. and submit a signed and dated offer by 2:00pm Eastern Standard Time on April 3, 2001 to the Federal Bureau of Investigation, Information Technology Contracts Unit, Attn: Linda S. (ix) FAR 52.212-2, Evaluation -- Commercial Items is incorporated by reference and applies to this acquisition. ADDENDUM FAR 52.212-2 Para. (A) The following factors, in descending order of importance, shall be used to evaluate offers: price, delivery and past performance. For past performance evaluation, offeror's shall provide names, addresses, and telephone numbers of three customers, Government and/or commercial, that have utilized the offerors services for the same or similar item during the past two years. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with offer. Offerors shall ensure that all Representations and Certifications are executed and returned as required in this synopsis / solicitation.
