NASA/GSFC plans to issue a Request for Quotation RFQ-972-22483-0000/721 for 1. one (1) each of new software for the Sigmet RVP-7, IRIS, and RCP02 to support new polarization modes on the NASA NPOL Radar; 2. one (1) each of new software to allow calibration of both polarization channels of the NPOL Radar. Software is to be integrated with the Sigmet IRIS Radar Software; 3. one (1) each of Digital AFC hardware module for Sigmet RVP-7 Radar Processor Model Number RVP/DAFC; and 4. one (1) job of on-site support assistance with integration of Sigmet RCP-02 with the new NPOL Radar Antenna. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Sigmet Inc., of Westford, MA, under the authority of 10 U.S.C. 2304(C)(1), only one responsible source. Sigmet Inc. is the manufacturer of the Sigmet RVP-7 Digital/IF Receiver, the IRIS Doppler processing software and the Sigmet RCP-02 Antenna Controller that is used on the NPOL Radar. The hardware designs and software codes are all proprietary to Sigmet Inc., and therefore, no other source can make the upgrades or provide the software. The Government intends to acquire a commercial item using FAR Part 12. The Standard Industrial Classification Code (SIC) and employees size standards for this procurement are 334613, and 1000 employees, respectively. The DO Rating is C9. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 13, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
