Description

DESCRIPTION: This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice. Fuel Ethanol, E-85, NSN 9130-01-470-2024, ASTM D 5798, as modified by clause C16.14. Delivery is to be FOB destination to the following locations in the Continental United States: Yellowstone National Park, Wyoming (Item N90-E8), 17,000 USG, Tank Wagon w/pump and meter into 1/1,000 gallon tank; Navel Training Center, Great Lakes Illinois (Item 510-E8), 300,000 USG, Tank Truck w/pump into 2/10,000 gallon tanks; Fort Meade, Maryland (Item 978-E8), 228,000 USG, Tank Truck w/pump into 1/20,000 gallon tank. The ordering and delivery period will be 15 April 2001 through 31 March 2002. Solicitation SP0600-01-R-0054 is being issued as a request for proposals and constitutes the only solicitation; a written solicitation will not be issued. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-14 effective November 23, 1999. DESC anticipates conducting discussions with offerors submitting proposals under subject solicitation, but reserve the right to make contract award(s) based on initial offers submitted. The provision at 52.212-1 -- Instructions to Offerors-Commercial, applies to this acquisition. Offerors are advised to include a completed copy of 52.212-3/Alts I/III, Offeror Representations and Certifications -- Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Price adjustments will be based on prices effective on the date of delivery using market prices (suppliers price, or contractors posted price). Offerors written proposals should be submitted in English in U.S. dollars per gallon and signed by an authorized company official. Elements that should be included are as follows: price, price structure, applicable taxes, and any offer terms and conditions. Offerors are asked to give a complete breakdown of their proposal elements when submitting their offer.
