- Description
- A sole source procurement in accordance with FAR 6.302-1 is contemplated within 30 days with Combustion Research & Flow Technology, Inc. (CRAFT Tech), 174 North Main Street, P O Box 1150, Dublin, PA 18910 (See Numbered Note 22). The Computational Mechanics Branch has a requirement for the validation of the CRAFT-AD high-fidelity chemical and biological agency dispersion code against various target scales and configurations on a full-scale experiment conducted by the Defense Threat Reduction Agency and the subsequent modification to the current version of the code to correct any deficiencies encountered during modeling of the full-scale structure. The CRAFT-AD code was developed by CRAFT Tech and critical portions of the code are claimed proprietary. Additionally, the chemical and biological modeling specific routines were developed under a Small Business Innovative Research (SBIR) contract and are subject to that contract's data rights provision. Therefore, CRAFT Tech is the only source that can satisfy our requirement. All responsible sources may submit an offer. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified below.
