Description

This is a notice of intent to negotiate a sole source Basic Ordering Agreement with the Cumberland County School System, Fayetteville, North Carolina to provide educational services for Exceptional Children (handicapped) in grades K through 9 who reside within the boundaries of Fort Bragg and Pope Air Force Base, North Carolina. The period of the Agreement is for the 2001 -- 2002 school year, estimated to begin 21 August 2001, with two (2) school year option periods. Specific dates may vary due to conditions such as adverse weather. The required services must be in accordance with all Federal and State regulations. The following types of handicapped conditions may be encountered: hearing impaired, vision impaired, behaviorally/emotionally handicapped, trainable mentally handicapped, severely/profoundly handicapped, autistic handicapped, orthopedic handicapped, and multiple handicapped students. The number of students will vary. The Contractor must provide all resources necessary, including but not limited to: facilities, instructors, instructors' aids, testing service, development of Individual Education Plans (IEPs), specialty equipment, and re-evaluation of student educational plans. This notice of intent is not a request for competitive proposals. Response to this notice will be used to determine whether bona fide competition exists and whether a formal solicitation is appropriate. Written responses, which include prices and sufficient technical data to determine capability to meet the requirement, must be received by this office within fifteen (15) calendar days after publication of this notice. A request for a solicitation will not be considered an affirmative response. See Numbered Note 22.
