Description
On behalf of the Office of Special Technology (OST), Battelle Memorial Institute (Columbus, OH) is requesting proposals for a new development diesel piston engine as a replacement for the gasoline propulsion engine in an existing U.S. Navy high-speed combatant craft. Diesel engines that are now available on the commercial market fail to satisfy the propulsion system requirements and would severely degrade the operational capability of this craft. New diesel piston engines for this application must be capable of delivering 700 hp (522 kW) while operating on diesel fuel (threshold requirement) and on aviation fuels JP-5 and JP-8 (objective requirement). The primary emphasis is on developing a lightweight, compact engine that produces substantial power over the full range of operating speeds with the capability to rapidly accelerate/decelerate. Reliability, maintainability, and durability are also important within the context of this high-performance application. While desirable, low emissions is not a primary consideration. Although we are seeking advanced diesel engine technology, only proven concepts with near-term application (initial fielding targeted for FY03) will be considered. Long-term research approaches (>2 years) will not be considered viable approaches for this solicitation. When fully developed and tested, the U.S. Navy plans to procure future production versions of these engines (beyond the scope of this solicitation) at the rate of 18 to 24 engines/year. Due to fiscal funding constraints, the projected investment and sustainment costs for fielding the new diesel engine will also be considered in the evaluation of all proposals. Proposals are being solicited for the development of diesel piston engines that can be characterized as either: (1) an enhanced design [a design variant of an existing, commercially available diesel piston engine modified to meet all the propulsion system requirements], or (2) a custom design [a design based on current state-of-the-art technology and comprised of commercially available parts/components to the maximum extent practicable but optimized to suit the specific requirements of the existing propulsion system and logistically supportable through common procurement practices]. Battelle is responsible for overall program management and technical oversight for this development program. Copies of the solicitation package are available from Richard L.
