PROJECT TITLE AND LOCATION: 24 JUNIOR NCO/ENLISTED QUARTERS, FORT IRWIN, CALIFORNIA. This proposed contract is unrestricted. This is a design/build project; the offeror will complete the design and construct the facility. The acquisition method is negotiated procurement. A technical and price proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. JOB DESCRIPTION: construction of 24 junior enlisted family quarters in duplex units with single car garages. Dwelling units will be factory build and/or manufactured houses and/or conventional site constructed units with stucco exterior walls. The project includes sidewalks, driveways, roadways, and signs, patios and privacy fences. Lawns shall be included within the fenced area. The remainder of the landscape shall be desert in nature with drip irrigation. HVAC system will include ground source hear pumps. Five percent of the units shall be accessible and easily modifiable to accommodate the needs of the handicapped. NAICS CODE: This procurement will be conducted under NAICS Code 233220. The size standard for this code is $27,500,000.00. Large businesses competing for this project must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are 61.4% for Small businesses, 9.1% for Small Disadvantaged Businesses, and 5.0% for Women-Owned Small businesses. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. Estimated cost is $4,000,000.00. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the Site/Pre-proposal conference. Hard copies will not be available. Because a limited number of CD-ROMs will be produced, we are limited to one set per firm. CD-ROMs must be ordered by the CUT OFF DATE of 04/12/01. CD-ROMs can only be ordered electronically by accessing the Internet address http://ebs.spk.usace.army.mil/. Please complete the requested information to avoid a delay in your order. Orders received beyond the CUT OFF DATE of 04/12/01 will not be considered. CD-ROMs will be mailed out on or about 04/16/01. All responsible sources may submit a bid or proposal, which will be considered by the agency. See Note 26(See Commerce Business Daily, Monday Edition).
