Description

This is a combine synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is issued as N00102-00-Q-1238 and incorporates clauses effective through Federal Acquisition Circular 97-23 This acquisition is not reserved for Small Business, however, the bidder's size status may affect entitlement to award. The North American Industry Classification System (NAICS) code is 334290 and the small business size standard is 750 employees. The following clauses/provisions from the Federal Acquisition Regulation(FAR) and Defense Federal Acquisition Regulation (DFAR) apply: 52.212-1(October 200), Instructions to Offerors -- Commercial items; 52.212-2(January 1999), Evaluation -- Commercial items (items will be evaluated by the lowest price technically acceptable offer who meets all the requirements and is otherwise eligible for award); 52.212-3(October 2000), Offeror Representations and Certifications -- Commercial items (note: anyone responding to this notice must provide these representations and certifications, as well as tin#, complete address and phone number, e-mail address if available, cage code and duns#. In addition, contractors must be Centrally Contract Registered to receive an award.); 52.212-4(May 1999), contract terms and conditions -- commercial items; 52.212-5(August 2000), Contract terms and conditions required to implement statutes or executive orders -- commercial items; 252.212-7001(March 2000), Contract terms and conditions required to implement statues or executive order applicable to defense acquisitions of commercial items. This requirement is for a five year lease/buy option for the below listed items that includes installation, an annual maintenance agreement and annual software upgrades. Item 0001 -- Lease with option to buy a voice logger system. Price must include installation and a maintenance plan for all years leased. Software upgrades after the first year may be priced separately. Include any specifics required to own the equipment when the lease period is over. Item 0002 -- Purchase voice logger system with five year maintenance plan. Price must include installation and a maintenance plan for five years. Software upgrades after the first year may be priced separately. The following minimum characteristics are required: 1. Open architecture data storage (archive). Data archiving is not embedded in vendor's proprietary equipment. 2. Network Capable (NT Windows) for data archiving and retrieval/management workstations. 3. Network license (minimum) for 5 remote worksites. 4. Compatible with all types of audio inputs (analog, digital or mixed A/D). 5. Lease Option (maintenance included). 6. 16 channel input (minimum) with expansion capability of 64 channels, or greater. 7.
