Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) F09603-01-Q-82112. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23; 18 January 2001 (Volume 66, Number 12). This solicitation is not a small business set-aside. The associated standard NAICS and small business size standards are 334511 and 750 respectively. Warner Robins Air Logistics Center, Robins AFB, GA contemplates negotiation on a limited source basis with ECS Composites (CAGE 24995) the following items: CLIN 0001, 5975-01-247-4052SJ, TSC Oper, Case, Green, Complex, P/N 11043, 12 each. CLIN 1001, Option for 5975-01-247-4052SJ, TSC Oper, Case, Green, Complex, P/N 11043, 12 each. The option will be effective from date of award through 365 days. Both CLINs are applicable to the AN/URC-119. These cases will be shipped to: D035K Depot Supply, DDWG-ER -- DLA Central Receiving, 455 Byron Street, Robins AFB, GA 31098-1865. The data or the rights to use the data needed to purchase this part from additional sources are not owned by the Government and it has been determined that it is uneconomical to purchase them or to reverse engineer the part. The contractor will be responsible for inspection, IAW 52.246-1. The FOB point will be at origin. Commercial Bill of Lading Notations IAW 52.247-1 are required. Prepaid Freight will be authorized, see 52.247.32. Packaging requirements: MIL-STD-2073-1 and AFMCFARS 5352.247-9009 for Military Packaging and Marking of Item Name(s) or NSN/MMAC. Ten to fifteen days prior to shipment, CONUS vendors shall contact the Cognizant Transportation Office (CTO) for shipping address; overseas vendors contact the CTO for shipping instructions. If problems arise, contact WR-ALC/LGMPT (478) 926-3888. Collect calls will not be accepted. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors are requested to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition; addenda to the clause are not included. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. Subsections (b)(11) through (b)(15) of the additional FAR clauses cited in the clause are applicable to the acquisition. A commercial warranty is requested. Items will be warranted free of defects in materials and workmanship for a period of 12 months from time of shipment from origin. A Defense Priorities and Allocations System (DPAS) DO code of A70 is applicable to this solicitation. Commerce Business Daily numbered Note 22 is applicable to this solicitation.
