NOTICE OF INTENT: The U.S. Coast Guard (USCG) intends to award a sole source contract to Rockwell Collins of Cedar Rapids, IA for one hundred seven (107) units of their HF Messenger system 3.0 (part number 984-0996-004) -- with an option for up to 25 additional units. The USCG requirement is to provide communications software for use on its patrol boats, buoy tenders, and ice breakers. Each cutter_s communication suite consists of a RT9000 SunAir 125 W transceiver, Rockwell MDM3001 modem, Dell Windows NT workstation with a Quatech MPA100 sync card connected through a KG-84 encryption unit. HF Messenger system 3.0 is compatible with all components in this communications suite, and includes the requisite transceiver and modem drivers. The format and unit of issue for this software is CD-ROM. Schematics, design measurements, component parameters, and processes of manufacture are not available from the Government, as they are proprietary data of Rockwell Collins. SYNOPSIS AND SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is DTCG23-01-R-TBN025, which is a request for quotation (RFQ). This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-22. NAICS code is 334119. FOB is at destination. Required delivery date is 30 days after date of order; place of delivery is USCG TISCOM Alexandria, VA 22315.
