The Program Executive Office, Intelligence and Electronic Warfare Systems (PEO IEW&S), Fort Monmouth, New Jersey, is seeking sources to submit technical descriptions and proposals for potential Electronic Attack (EA) systems for existing AN/MLQ-40(V)1 Engineering Development and Manufacture (EMD) Electronic Support (ES) systems. It is intended to evaluate responses to determine the viability of obtaining improved EMD EA/ES with higher-performance antenna subsystems. The possibility exists of awarding an EMD Phase II open-competition contract to develop and build EMD EA systems. This award would have a production option. The ES system consists of radio intercept and direction-finding equipment mounted onto a High-Mobility Multi-Purpose Wheeled Vehicle (HMMWV) with a hardtop roof and extending antenna mast. This ES system is already designed and RF-hardened to be compatible with an EA subsystem. EMD Phase I EA/ES systems are the same as the ES system but with the addition of an EA subsystem that includes an Astron monopole high-power broadband transmitting attenna, a nominal 500W jammer with an ARC-210 receiver/transmitter, and a laptop-based man-machine control interface. Power is obtained from the 200-amp alternator of the HMMWV. As a Threshold requirement, the EA subsystem being sought shall have an on-the-move (OTM) operational capability and have at least 500 watts mean Effective Radiated Power (ERP) at 0 degrees elevation between 20 and 150 MHz in this OTM configuration. As an Objective requirement, between 150 and 500 MHz the EA subsystem shall have a capability of at least 100 watts mean ERP, when operating in a stationary configuration. The EA capability shall include (but not be limited to) signal-initiated jamming (reactive jamming), manual jamming, frequency lockouts, and multiple waveforms for EA. EA upgrade capabilities desired after this EMD and first production phase are: EA Frequency Extension EA Directivity EA Power output increase to 1500 watts in both the stationary and OTM configurations. LPI Jamming Multiple waveforms for EA against both Navigation Warfare and LPI Signals An integrated Man-Machine-Interface (MMI) that shall include the functions of ES and EA transmitter and receiver control. The EA subsystem must operate using the 200-amp alternator of the HMMWV. It shall not exceed 9500 cubic inches and 250 pounds for transmitter, receiver, amplifiers, power supplies and conditioners, and control hardware. EA will include an antenna or antenna subsystem supporting the ERP requirements and minimizing visual signature identifying the vehicle as an electronic warfare asset. What is being sought is information from industry regarding the design, development, and production of approximately four (4) EMD Phase II EMD ES/EA systems that meet Threshold requirements. The HMMWVs and ES subsystems will be supplied by the Government. Interested parties are urged to consider both all new EA hardware or reusing existing EA hardware from EMD Phase I systems. All interested parties considering submission of technical information are encouraged to contact Government Technical Points of Contact -- Major Al Visconti at (732) 427-1992 and/or Mr. Mark Conrad at (732) 427-1967. Interested should submit a white paper no greater than ten pages in length and should include at minimum the following information: 1) Technical description of the system to include configuration and capabilities, specifically as measured against requirements specified in the Prophet Ground Operational Requirements Document (ORD) Version 12.9, dated 19 July 00**. 2) Information regarding users and performance of systems currently in use or previously fielded; 3) Identification of the original manufacturer of proposed system and key subsystems; * * Prophet Ground ORD will be made available upon request.
