Description
The Defense Information Systems Agency is seeking industry capability statements for the DISA Next Generation Engineering Contracts. DISA is conducting a market survey and analysis of industry capabilities for the follow-on contracts designed to replace the current Joint Information Engineering Organization (JIEO) Systems Engineering (JSE) contract expiring in January 2002; the Defense Information Infrastructure Integration Contract (DII-IC), expiring in March 2002; and other expiring contracts within DISA. The services required will provide support DISA, the National Military Command Systems (NMCS), and Senior Leadership Communications System (SLCS) core mission areas: Global Command and Control System (GCCS), Global Combat Support System (GCSS), Defense Information Infrastructure (DII), Defense Information Systems Network (DISN), Defense Message System (DMS), Strategic/Senior Leadership Systems Engineering, Defense Information Infrastructure Common Operating Environment (DII COE), and Information Assurance (IA). The intent is to award two sets of multiple award indefinite delivery/indefinite quantity contracts. One set of awards will be based on full and open competition, and the other set will be based on a small business set aside. Draft task area descriptions, tentatively divided into the two categories, are posted on the DITCO Contracting Opportunities Home Page at https://www.ditco.disa.mil/dcop/Public/ASP/dcop.asp. In order to accurately determine which task areas to set aside for small business, contractors are requested to submit capability statements addressing their ability to perform one or more of the tasks. The capability statements are to be in Microsoft Word format and submitted via email to Major Fitzgerald A. Lawrence at lawrencf@ncr.disa.mil no later than 16 April 2001. Contractors are to include the name, address, telephone number, and email address of their point(s) of contact; capability statement of each task area; the company's business size, including applicable North American Industry Classification System (NAICS) code(s) and SWOB, 8(a), HBCU, HUB Zone, American Indian, and Veteran owned business qualifiers; a list of three references (to include POC name and telephone number); and Capability Maturity Model for Software level. This information will be used to develop a bidders list. This request for information or "sources sought" shall not be construed as a request for proposal. Information is to be provided on a voluntary basis. No entitlement to payment of direct or indirect costs or charges including postage and shipping will arise as a result of the submission of contractors' information. A draft RFP and bidders list should be posted to the Contracting Opportunities Home Page in summer 2001.
