Box 16858, Philadelphia, PA 19142-0858 (Cage Code 77272) Authority and justification for other than full and open competition is FAR 6.302-1- Only one responsible source and no other supplies or services will satisfy agency requirements. Effort is subject to the availability of funds. The proposed action is for Engineering and Technical Services for the Recapitalization Program for the CH-47 Helicopter.
