Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation, #01-852-3044, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-22.*****The associated North American Industry Classification System (NAICS) code for this procurement is 334513, and the small business size is 500 Employees. This acquisition is a 100% set-aside for small businesses.*****The National Institute of Standards and Technology (NIST) has a requirement for a Digital Imaging System, 4pi Premium EDS brand name (including Sirius 10 X-ray Detector, Titan DXP pulse processor with integrated HV supply, Spectral Engine II for EDS/Digital Imaging/X-ray Mapping, Revolution EDS and Image Acquisition Software package, G4 Computer with Hitachi CM771 19" monitor, HP 990 Cxi inkjet color printer, 3.5" floppy drive, DeltaGraph Upgrade, Adobe Photoshop Upgrade, Extensis Portfolio, 3-year extended warranty on all parts and labor, and installation and testing of all equipment and software included in the order (up to 4 hours), or equal, which will be used at the NIST Ceramics Division in conjunction with an existing AMRAY 1400 SEM scanning electron microscope. *****Salient characteristics of the 4pi Digital Imaging System include: the system's ability to acquire x-ray spectra and x-ray images directly into a Macintosh computer, and its capability for direct acquisition of images into Adobe Photoshop and x-ray spectra into NIST's freeware-DTSA.*****NIST wishes to offer for trade-in an SEI-spectral engine I board; quoters shall specify in their quote the amount of discount offered to NIST for such trade-in.*****Delivery is required within 14 weeks after receipt of purchase order (ARO).*****The FOB point shall be DESTINATION, Gaithersburg, MD.*****Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2-Evaluation of quotations or offers. Award will be made based on vendors' (A) Technical Capability to Meet Specifications (vendors shall address all specifications, and shall provide indication of understanding and ability to meet requirements); (B) Past Performance/Experience (vendors shall provide four (3) references to whom comparable systems preferably for similar applications -- have been sold over the past five (5) years, including organization name, point of contact, phone number, and fax number for each); and (C) Price. (A) and (B), when combined, are more important than (C).*****The Government anticipates awarding one purchase order resulting from this combined synopsis/solicitation to the responsible vendor whose quotation, conforming to this synopsis/solicitation, will offer the BEST VALUE to the Government, price and other factors considered.*****Vendors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications of need.
