Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. This acquisition is unrestricted; the standard industrial classification code is 7371. The acquisition is SSA-1500 Base System (SD3-ATM) including SSA-150 Chassis and Backplane, System Control Module w/DS3 ATM WAN Interface, Buffer Control Module, User Documentation and Cables, Software Version 3.0, SSA-150 full rate ADSL line card, Network Management Software V3.0, Four Port OC-3c, MM, SC connector, Business Response for Fore Thought Only: 3 business day repair or replacement of equipment, Business Response, Advance Replacement: next business day advance replacement of hardware, Strategic Response, 3 Day Return to Factory: 3 business day repair or replacement of equipment, Strategic Response, Advance Replacement: next business day advance replacement of hardware, Strategic Response, 4 hours parts only, Strategic Response, Parts and Service: 4 hour delivery of equipment by an Authorized Parts Dealer. Additionally Corning Cable Systems products: ADSL POTS Splitter Shelf, 19in, 1U, 24-channel capacity, rear cable access, shelf only Qty: 2, ADSL Line Card, Dual, 1U, with DC blocking Qty: 24, ADSL POTS Splitter Outdoor Ancillary Device Qty: 24. The product descriptions provided above are meant to show the Government_s minimum requirements. Offerors can quote with like items, but must submit evidence of capability and compatibility of replacements. Offerors quoting equals must provide descriptive literature to the extent necessary to allow the Government to determine the technical acceptability of the equal item. Required delivery date is May 15, 2001 to Edwards AFB CA. The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. (End of Provision) Provision 52.212-1, Instructions to Offerors -- Commercial; clause 52.212-4, Contract Terms and Conditions -- Commercial Items; clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items (to include: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era); clause 52.232-33 Mandatory information for electronic funds transfer payment; and provision 52.212-2 Evaluation_Commercial Items, the following factor shall be used to evaluate offers: technically acceptable lowest priced offer. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with the offer. If the offeror does not have a copy of this provision, contact the contract specialist to receive a copy.
