- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued. Proposals are being requested and no further written solicitation will be issued. This solicitation OPM-01-RFP-0013AFC is issued as a Request for Proposals (RFP) for Xerographic Paper. This procurement is set-aside for small businesses with an assigned NAICS Code of 422120, which has a small business size standard of 100 employees. The U.S. Office of Personnel Management (OPM) intends to issue a fixed price, requirements contract to provide MultiPurpose Office Paper for the period from April 18, 2001, through September 30, 2001. This requirement is for 82 x 11 inch xerographic paper that is suitable for high-speed copiers, ink jet printers, laser printers, offset presses, 20-lb basis weight, contain 30% recovered material/post consumer material. The estimated quantities by OPM ordering offices are: Washington, DC-metropolitan area -- 3,990 cases, Dallas, Texas -- 100 cases, and Boyers, PA -- 320 cases. The Government does not guarantee a minimum quantity, but the following individual offices within OPM will be required to order their paper from this contract: Office of Contracting and Administrative Services, Retirement and Insurance Service, Office of Merit Systems Oversight and Effectiveness, and Employment Service. Approximately one week after receipt of written offers, the Office of Personnel Management (OPM) intends to conduct an anonymous, competitive reverse auction using fax and e-mail communications, and the OPM internet website. Only those Offerors who are deemed to be technically capable of providing the items stated will be invited to participate. Any Offerors interested in submitting a proposal in response to this announcement must submit the following written information to be considered for an award: 1. A capability statement, including a statement of how much paper your firm has sold to the Federal Government in the last two years. 2. A statement that expresses the company's willingness to be bound to enter into a contract for the delivery of this MultiPurpose Office Paper following the results of a reverse auction scheduled to be held on April 16 and 18, 2001. 3. Proposed delivery time not more than three days after receipt of an electronic order. 4. The name brand of the offered paper and specifications. 5. A secure means of ordering through the Internet by OPM Personnel using a Government purchase card. Note: Offerors will be required to submit bids in the reverse auction that are less than the current GSA Supply Catalog price for comparable paper. The provisions at FAR 52.212-1, 52-212-2, 52.212-3, 52.212-4, 52.212-5, 52-216-19 and 52-216-21 apply to this acquisition. All proposals must be received on or before April 6, 2001, 3:00 p.m., to the Contracting Division, Alfred F. Chatterton III, 1900 E Street, NW., Room 1342, Washington, DC 20415. Any proposals received after this deadline will be determined late. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers; lowest price, technically acceptable, with the shortest delivery time offered. A written notice of an award of acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time of acceptance specified in the offer, will result in a binding contract without further action by either party.
