Description
The U.S. Army Robert Morris Acquisition Center, Natick Contracting Division intends to negotiate with Orics Industries, Inc., 18-01 130th Street, College Point, NY 11356 on an other than full and open competition basis (FAR 6.302) to acquire one Vacuum Gas Flush Heat Seal Machine for MAP Packaging, Model SLS-VGF-100. The contractor will also provide the required training to operate the SLS-VGF-100 and two sets of tooling for sealing rigid polymeric containers. The equipment and tooling shall be delivered within eight weeks of the receipt of the order to the U.S. Army Soldier and Biological Chemical Command, U.S. Army Soldier Systems Center, Natick, MA 01760 and the training will be provided within one week of equipment and tooling delivery. The SLS-VGF-100 is the only commercially-available lab-scale heat seal machine the Government is aware of that is capable of achieving less than 0.2% residual oxygen after package sealing; that offers the combined performance features of quick tool changeover, quick disconnect from air and electric service, and castor-mounted frame for easy transport for sanitization; and is capable of sealing oversized rigid polymeric trays, such as the military half steam table sized polymeric tray (12.75 inches x 10.38 inches x 1.63 inches), and providing a minimum of 0.25 inches fusion seal width. The SLS-VGF-100 is the only known commercially available lab-scale heat seal machine that the Government is aware of that is compatible with replacement parts available from third-party sources (e.g., Grainger; McMaster Carr). A firm fixed-price purchase order awarded under the Simplified Acquisition Procedures in FAR Part 13 is planned. The Government believes that this contractor is the only source able to provide the required equipment and tooling in the required time frame. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, all proposals received within fifteen (15) days after publication of this synopsis will be considered by the Government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice represents the only official notice.
