- Description
- The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with PC Pros, for a contract to provide a Latent Print Digital Imaging System (LPDIS) and technical support. The LPDIS will network workstations for image capture, enhancement; and centralized storage of the images and software must be validated and used in ASCLAD-Lab accredited forensic laboratories, as well as, court tested and approved at either the state or federal level. The LPDIS must provide security and access control at a minimum of three levels, system administrator, user, and view only; while maintaining access control logs of all log on attempts. The LPDIS must maintain and incorporate the latest encryption technology to maintain the chain of custody and integrity of an image. Additionally, without altering a single bit of information contained in the original image, the LPDIS must save and maintain the original image. Also, the system must: (1) allow for storage of an unlimited number of images, as well as, mixed image types (TIFF, BITMAP, JPEG, WSQ, etc.) for a single case or submission; (2) provide CD and DVD read and write capability that records and tracks the process control number of every CD or DVD to allow for retrieval of images when and where they are archived; (3) be able to calibrate the image to allow true 1:1 size and accurate scaling for printing and on screen comparison; (4) be capable of connecting to a remote workstation, such as, a laptop, for downloading of images and data captured digitally, and (5) provide the capability to retrieve criminal case data through a wide range of options, including case number, victim, crime type, subject, image number, etc. The resultant award will be comprised of a base period contract with four optional years. Tasks will be issued to include (1) the capability to connect to the Integrated Automated Fingerprint Identification System (IAFIS) and other Automated Fingerprint Identification Systems (AFIS), for direct input of images; (2) extended warranty; (3) capability for additional workstations and software; and (4) capability to incorporate technology enhancements. Vendors are invited to provide, within 45 days of this publication, technical capabilities, ASCLAD certifications, court certifications, pricing and other information which shows a bona fide ability to meet this requirement. If no affirmative responses are received within this time to determine that a comparable source more advantageous to the government is available, negotiations will be conducted with PC Pros on a sole-source basis.
