Description

The 28th Contracting Squadron is soliciting a design-build Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) to replace the current Simplified Acquisition of Civil Engineering Requirements (SABER) Program contract when it expires 17 Oct 01. Projects under this design-build IDIQ contract will consist of construction work based on a general statement of work further defined within each individual task order. Work to be performed under the MACC will be within the North American Industry Classification System (NAICS) Codes Sector 23 -- Construction, Subsector 233 -- Building, Developing and General Contracting, size standard of $27.5 million (except dredging and surface cleanup activities which size standard is $17.0 million); Subsector 234 -- Heavy Construction, size standard $11.5 million; and Subsector 235 -- Special Trade Contractors, size standard $11.5 million to include maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, paving, and earthwork in industrial/office buildings on Ellsworth AFB as well as in base housing and Dakota Ridge housing located approximately 12 miles southwest of Ellsworth AFB in Rapid City. (NAICS code 235990, All Other Special Trade Contractors, and NAICS code 561210, Facilities Support Services, Base Maintenance: If one of the activities of base maintenance, as defined below can be identified with a separate industry and that activity (or industry) accounts for 50 percent or more of the value of an entire contract, then the proper size standard is that of the particular industry, and not the base maintenance size standard. "Base Maintenance" requires the performance of three or more separate activities in the areas of service or special trade construction industries. If services are performed, these activities must each be in a separate NAICS code including, but not limited to, Janitorial and Custodial Service, Fire Prevention Service, Messenger Service, Commissary Service, Protective Guard Service, and Grounds Maintenance and Landscaping Service. If the contract requires the use of special trade contractors (plumbing, painting, plastering, carpentry, etc.), all such special trade construction activities are considered a single activity and classified as Base Housing Maintenance. Since Base Housing Maintenance is only one activity, two additional activities are required for a contract to be classified as "Base Maintenance".) The performance period for this contract will be one basic year with four option years. The intent is to award to two 8(a) contractors and two unrestricted full and open contractors as a result of this solicitation. MACC task orders may range from $2,000 to $3 million, accommodate pre-designed or design-build efforts, and may be competed among selected contractors. Contract award minimum guaranteed is $50,000 per contract award over the life of each contract. The aggregate not-to-exceed amount for this design-build IDIQ contract is estimated at $75 million.
