Description

NASA/JSC plans to issue a Request for Quotation (RFQ) for assessment of the International Space Station Software requirements. This assessment will include evaluation of current and future production of software and the sustaining engineering of the software. The evaluation will include risk, complexities, and should cost analysis. This work is required as a result of NASA Headquarter's and Office of Management and Budget reviews. All work will begin April 5, 2001 and will need to be completed by mid-May 2001. NASA/JSC intends to purchase the items from Reifer Consultants, Inc. as a commercial item using FAR Part 12. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) using FAR Part 13.5 -- Test Program For Certain Commercial Items and 13.501 for sole source acquisition. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 2, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
