Description
Sources Sought/Notice of Intent to negotiate with one source. The proposed contract action is for services, which the Government intends to solicit and negotiate with Concur, Inc., Berkeley, CA unless as a result of analysis of acceptable responses to this notice a determination is made by the Government to issue a competitive request for proposals. Concur, Inc. is the sole source able to provide these services due to their knowledge of local sensitivities and public preferences, knowledge of recent project history, knowledge of the concerns and positions of all the major stakeholders, and knowledge and specialized expertise in the technical environmental and ecological issues. The required services are to provide facilitation of Collaborative meetings for the Guadalupe River Project Collaborative. The facilitation services may also include planning and execution of public workshops, meeting coordination and planning, maintenance of the collaborative web page, and meeting memoranda. Concur, Inc. has provided these services for the past four years under a separate contract. An additional short-term contract is required to provide facilitiation services until the project Record of Decision is signed, which is expected within the next six months. A determination by the Government not to compete this proposed contract is within the discretion of the Government. All interested persons may respond or submit statements of qualifications. This is not a request for competitive proposals or quotations. The Government will consider responses received by 15 May 2001. All responses from organizations or firms believing they have equal qualifications to the named sole source provider must provide very specific qualifications statements that discuss each of the issues raised above as to the qualifications required and possessed by the sole source provider. Failure of respondents to provide complete and detailed information, not allowing the Government adequate information to decide to open this acquisition for competition, will result in the Government processing the action on a sole source basis. This announcement is not a call for offerors to request copies of a request for quotations or request for proposals. Responses to this synopsis will not result in the respondents receiving a RFQ or RFP. If the Government decides, based on the responses, that it will open the acquisition for competition, then a separate synopsis will be published inviting offerors to request copies of the solicitation.
