- Description
- The National Oceanic and Atmospheric Administration's (NOAAs) Damage Assessment and Restoration Program (DARP) desires contractor services to support the full range of Natural Resource Damage Assessment (NRDA) activities that could be invoked under NRDA regulations implementing the Oil Pollution Act (OPA), the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Federal Water Pollution Control Act, The Clean Water Act, the National Marine Sanctuaries Act, or any other regulations associated with the conduct of NRDA. This includes restoration planning activities and related program support, as well as the development and evaluation of improved NRDA methods. Architectural and engineering support needed to implement restoration work is not included. Specific services include (1) developing appropriate methods for documenting injury; (2) implementing a plan for documenting injury in a litigious environment, including the identification and utilization of experts as needed; (3) acting as overall case manager responsible for the successful completion of scientific and economic analysis, and (4) planning restorations. As many as two awards are contemplated. Each contract will include a five-year term with Indefinite Quantity/Indefinite Delivery ordering provisions and a cost-plus-fixed-fee pricing arrangement. During the five-year ordering period, the Government may place orders for up to 120,000 professional labor hours. The minimum order amount is $100,000.00. It is contemplated that the solicitation document will be available on or about May 1, 2001. All responsible sources may submit an offer which will be considered.
